Um... might be, but SSS was very good about stamping his name on his work.  I've only seen one un-stamped banjo that I could confidently say was built by SSS and it was VERY early. 

The single, poorly focused and lit, fuzzy photo is not enough.  Take the banjo where there is a lot of light-- in the sun if needed.  Use the focus feature on your phone or camera.  Use a tripod if you cannot get clear images handheld. 

Full back, side, rim, side of neck, inside of rim, hardware, back of peghead, and anything interesting.

Fair. More pictures would certainly help. I was going off the inlays and headstock shape, which I feel pretty confident about, but I know that you've got a lot more information on Stewart than myself.

Might be a Stewart neck but the "turret" style brackets don't look anywhere near that of Stewart.

Like Joel, we need more and better pix.

Very little here looks screams Stewart to me. It's certainly in the style of Stewart, but there are enough differences to make me skeptical.

I've never seen that inlay pattern like that on a Stewart banjo. Also, there is too much underlayment under the peghead (and I assume under the fretboard) for Stewart. There must be very little solid neck wood at the nut, mostly veneers. The hardware is also wrong but that could have been changed at some point. I also don't believe it's a Stewart. Post more pictures, it's an interesting banjo.
