Some old tone rings will show some rust or corrosion from the flesh head days. I will shine them up as I can and rub a bees wax candle over the bearing surface.

If the banjo is new enough to always have had a plastic head, I consider any lubrication unnecessary.

I've never seen any need to put lubricants on the underside of a head or on the mating surface of the tone ring, but a little lubricant on the threads of the tension hooks is not a bad idea.
