Has anyone ever came across a Kelly Conversion ring that wasn't perfectly round? I recently acquired one and when I went to install it on my archtop parts banjo, it seems to not want to sit on the tone ring just right. I think it's out of round. Anyone else ever experience this, or any other issues when installing the Kelly ring?

More likely your rim is out of round.

If my rim was out of round, wouldn't I have a gap around my tone ring somewhere?  The archtop tone ring hasn't left the rim.  It fits the rim perfectly.  I find it much more believable that the Kelly Conversion Ring (which is basically a rolled hoop) is out of round.  Wonder if someone dropped it?

You should be able to measure it and see if it is out of round.

Measure it across from outside to outside at about six or eight different spots. That will help you determine if it's out of round and how much.

As Mr Harper said but you might want to measure both the rim and the Kelly Conversion ring.
It will be interesting to see what you find.

You can hold it up in front of you after you find out which way is the smallest measurement and pull out holding the 2 sides of the narrowest sides very easy and then try it for fit and if it hasnt change do it again just a tiny bit harder not much harder and if you are patient and repeat this as many times as it takes you can get it round enough and if you get it a little to much you can reverse the sides you are pulling on. As long as you stretch it a tiny bit like that you will not harm it brass it not easy breakable with small changes like that. If you are a person short of patience you may want to throw it away before you get it just right but you can do it with time and patience I have done this to several pre war brass hoops but that Kelly ring is good and worth your time because they are not that easy to find.

I had a Kelly at one time and found they can be a bit finicky when installing.
Follow the good advice stated above
Good luck
