What is the best way to clean off the vinegar from metal parts washed

Rinse with warm water and roll up in a towel to dry . (Vinegar is dilute acetic acid.)

Vinegar is used because it is cheap. I grab Evaporust when it is on sale. Vinegar needs to be neutralized with a rinse in water and baking soda. Then dried with heat, otherwise you will get a flash of rust. With simple steel unplated hooks found on many old lower level banjos I just clean them with a motor powered wire wheel. Some folks coat parts with Renaissance Wax to stave off additional rust. This may darken the metal.
