I see a Fairbanks pot listed as an electric model but it looks more to me like a Cole eclipse model because the tone ring has a half clad shield over the tone ring , am I wrong in assuming it is not an electric model ?

If it has a scalloped ring, it is. You don’t mention that. Electrics can be full-spun, have spun or spun over just the tone ring. It’s the scalloped ring (and no bracket band) that makes it an Electric.

The one I see is a black pot, half spun with a tone ring but no scalloped tone ring looks like a Cole eclipse but is labeled faitbanks

Without being able to see the pix, no one can be of much help.

Sounds like a Cole Eclipse, but pics would help. If it is a Coles, it should be on the dowel unless it's been replaced.
