Need some help. Putting together a frankenbanjo lol. My fingerboard is serving a little high. It's linking up with the top of the tension ring. Don't think I can lower it any more. What kind of problems will I have with string height

The higher the board is relative to the head plane, the higher a bridge you will need to clear the frets. That said, if the banjo has lag bolts for coordinator rods, plugging and re-drilling the lag bolt holes is very straight forward. You just 1) drill out the lag bolt holes and plug them with a hardwood dowel stick, 2) measure the distance you want the fretboard to move down, and 3) re-drill the lag bolt holes higher up by that same distance from the center of the plugged hole.

Thats kind of what I thought. But the finger board isn't that much high over the head

Since it sounds like the fingerboard is only slightly high you shouldn't have a problem. The banjo can still be set up to allow for that. It's only when you have more difference than you can get level that you will have problems. That doesn't sound like the case here.
The fingerboard on my RB150 sits a little higher than the pot and it plays fine.

I set mine almost the fingerboard thickness above head level to have more string clearance when playing near the neck. Sitting level, I am constantly banging my thumbpick tip against the head. I don't recall having the issue in my younger days, but has been an issue in recent times.

Many Players like high fretboards. I wish mine was higher.

You may be OK.  Good idea to wait until set up.  I had an instrument once like that.  If the neck angle is not tilted back to far, then a normal height bridge can be used (5/8 to 11/16).

It's not uncommon to see fretboard above tension hoop/head level.
This can help with setup to obtain super low action but keep good clearance at bridge so your not scratching the head with your picks.
