I just tried YouTube on a browser that I've never used to log in before, and it seems to work fine, I can browse and view videos without being logged in. As Chuck says above, as long as I don't try to do something that requires me to be logged in.
What is YouTube doing to you / trying to force you to do?
I can browse YouTube, but the site won't let me sign in. It keeps sending a text message to my phone with a confirmation number that I am supposed to enter to verify who I am. I haven't got the same phone number that I had when I created the account 14 years ago and I can't change the phone number on my account until I sign in.
It seems whenever you visit any site, from a different device, you'll get that flak the next time you visit that site from one of your other devices. Not sure if it's device or location dependent, or both! All I can say is, it's irritating as all get out. For a while, YouTube video's would not even load, on my laptop. Turned out to be a windows issue. (shut it down every night) Surprise, surprise, surprise.

Same thing happens with Windows.
The reason is security...someone trying to log in as you from an "unrecognized" device.
A new IP address will usually trigger verification as well.
If you are using two-factor authentication, a code is sent to your phone (or email) as part of determining "you are actually you".
Well after 4-5 days of a white screen and a message to sign in (or else) YT seems to be back to its normal. I've worked out a clawhammer rendition of "Old Mote Picking on a Banjo" and I wanted to see how it was "supposed-to-be-done" and now things come up with YT normal results. Weird! I'll chalk it up to a YT "hiccup." banjered

It depends on what the site uses as identifiers...
It is normally what kind of device, what OS and version, what IP address.
Someone is trying to access the site with a device, so generically it's correct.

It is impossible to become a premium member if the site won't let you login in the first place. In today's world people sometimes change cell phones and numbers. YouTube doesn't allow for that. They keep sending the text to an old phone number that I haven't had for ten years, and they won't let me change the number in my contact information until I enter the code that has been texted to the old number. That doesn't make sense.

Since YouTube is a google property, then this same issue should be affecting your google email account. If you go through the Account Recovery Process to reclaim your gmail account (google it), it will spill over to your YouTube account as well.
That process offers ways to reclaim your gmail account without the old phone number. Once you successfully jump through those hoops, you'll have access to your YT account again.
