It appears throughout this TAB I found of Plastic Jesus. I first appears 2 measure first line. It connects the open 2nd string to the 3rd string 2nd fret. How do I play that?

When two notes in tab are connected that way, there are several ways to achieve the desired effect. In many tabs, above the curved line, you will find an "S" for slide (if notes are both fretted on the same string), "H" for hammer-on or "P" for pull-off (hammer-ons and pull-offs can be on the same of alternate strings).
Tab shows you how someone else plays the tune. Replacing (if possible) a slide with a hammer-on etc. is a start at making it your own arrangement.
