It appears throughout this TAB I found of Plastic Jesus. I first appears 2 measure first line. It connects the open 2nd string to the 3rd string 2nd fret. How do I play that?

It's an alternate string hammer-on
strike the open 2nd string then hammer-on at the 3rd string 2nd fret
I think it means downpick open 2nd string and hammer 3rd string 2nd fret.

When two notes in tab are connected that way, there are several ways to achieve the desired effect. In many tabs, above the curved line, you will find an "S" for slide (if notes are both fretted on the same string), "H" for hammer-on or "P" for pull-off (hammer-ons and pull-offs can be on the same of alternate strings).
Tab shows you how someone else plays the tune. Replacing (if possible) a slide with a hammer-on etc. is a start at making it your own arrangement.
Not sure what the author of the tab had in mind, but the most logical way (IMO) to get that note (3rd string fretted at the 2nd fret) would be to use a drop thumb.
