We need to be logged into a google account. You need to set permissions so that anybody with the link can read it. If I click (on Windows with Chrome as defaut browser, and logged in to Google) I get the

You need to set permissions so anybody with the link can see it. If you are looking at your file listing in Chrome; right click on the file. Select 'Share'. You see two panels. The top one allows you to share the file with specific people. You don't need this. The bottom one allows you to share it with anybody who has got the link. Using the bottom one make sure it says "Anyone on the internet with this link can view". Make sure that the dropdown to the right of this is set to "viewer" - not "commentor" or "editor". It better be good.
