Morning folks ..... thought on how a laminate rim which has been cut down to accommodate a flat top tone ring can effect performance. Any folks with experience of banjos with a cut down rim?

Performance in the marketplace is easy -- resale price gets lowered. 
 

Other than that, 50 answers should get you 50 opinions. I do not believe that there is any direct correlation.

Many 3 ply laminated rims are cut for rings and are excellent, especially old Gibsons. The heavier plywood type, are not as sought after. More wood, less glue, seems to be preferred.

Cases limit the rim depth.

A cut down rim has lost 1" of good wood and gained about 3 lbs. of metal, the sound of the quality of the metal parts will show.
