Banding together takes organizational skills and a few people with the ability to lead. I don't think the anti-needle people are aware of being card carrying members of an organized political movement. When interviewed by the media these people typically blurt out 1 of about 4 favourite mantras which circulate through the ditches of the lower internet.

Conspiracy theorist can do great harm; whether intentional or not.

The use rumor, gossip, exaggeration, unfounded accusations, innuendo, spreading fear, distrust, disinformation and BS lies; as well as poor logic, logic fallacies.

The irony is their comments or accusations of gullibility, independent thinking, and mention of or quest of "truth".

The common conotation of conspiracy theorist, isn't that conspiracy or cover up might exist... rather about the process they use, illogical explanations, conjecture and unlikely conclusions they jump to.

Their gulliblity is generally noticeable... but I would give them a chance to present actual evidence to support claims. Conspiracy theorist generally lack.

Guilty of cover up? There is plenty of documentation of someone saw "something"... but it's unidentified, lacks much information on it; and can't be explained. Hence unidentified flying object. Not sure lack of ability to determine or explain constitutes a cover up. Might consider that there could be other rational reasons to not disclose information to the public, (esp if involves military and security). 

If the claim is that government has knowledge and proved it is extraterrestrial spacecraft... that would be extraoordinary, and would need to show what actual extraordinary evidence supports that claim of government knowledge. This part is typically the part where can figure this person is a conspiracy theorist.
