On another website I use regularly, moderators have the ability to toggle their "moderator" title/badge. This makes it clear when they're speaking officially and representing the forum, or when they're speaking just as user and expressing a personal opinion. 

This might be a useful option on BHO. I'm not sure, perhaps some moderators could give their opinion. But I think it might be a useful feature.

I’ve not found it a problem; usually the nature of my post makes it clear. I’d have no objection to such a toggle either. If I think a post might be misinterpreted I try to clarify whether I’m speaking for myself or as a mod.

Like Bill, I've not found it a problem. I think it's pretty clear whether I'm giving my opinion on something as a member or whether I'm letting members know a rule has been broken.

An intriguing question.

It's not the moderators, but rather the non-moderator BHO participants, who should assess the merits of the "toggling" approach.

The moderators of course will always believe their statements are clear. Yet "clarity" is defined by the readers -- the listener, not the speaker.  So let's  hear from more participants, who should be the decision makers on this issue.

As for me, I don't have a strong opinion one way or another regarding "toggling" when the moderators are speaking ex cathedrasmiley

I have always understood whether a moderator is citing a rule violation or is just contributing a casual comment on a thread.

I think that any badge toggling would simply be an unnecessary addition, an added burden for moderators, and could be a possible source of computer glitches.

However, I think I have never had problem to know when a moderator post as a BHO member or as a BHO moderator, and I think the mods are very clear when when they post as moderator. And both Sherry and Bill are very active in many threads (as a member). But in some threads they can act both as mod and as a discussing member, and it may be difficult when other members refer to a post from them.
