I have a rim that measures 9 and 7/8 inch. Where would I find a tension hoop to fit this?

Bend one from metal bar. I'm not being facetious, it's not that hard to do. You can fasten the ends either with brazing or silver solder (my preferred method), or by making a piece to rivet or screw onto the hoop. You can bend it around a form made from a circle of wood, or even a half circle.

There are basically four types of tension rings that have been in common use: plain thin hoops (usually from steel), grooved, notched, or top-tension. The top tension and grooved ones are beyond the scope of most amateur builders, the plain steel hoops are the easiest and are found on many inexpensive banjos, and the notched ones are not as hard as they might seem.

Plating with nickel or chrome can be expensive for one-off things like this, I'd like to see an economical way to do it. I tried a simple nickel plating kit off of eBay, it worked, but only marginally on some smaller parts. My preferred alternative is to make hoops, tailpieces, etc. out of brass and polish them up to whatever sheen I feel like, and sometimes to age them chemically. Usually I don't bother, I know they'll age eventually.

I also know a guy who has 3D-printed plastic top tension hoops that seem to work for him.

You could check with Smakula Fretted Instruments, Bernunzio's, or another dealer that specializes in older banjos. I know Bernunzio's has a 9 3/4" tension hoop for an old Fairbanks up on their website.

They're not hard to bend by hand, but it takes a little time. Or if you'd rather not I have a ring roller now and I could roll you one to fit and solder it.

I do roll my own--oh, wait--you mean tension hoop?  Hey, I'm REALLY enjoying the longneck you put together for me.  More and more everyday.  My wife has been prettty sick with this pregnancy or I would have already done a review.  It is just top notch!  And the spoons make it sound even better!
