Only one picture on eBay. Looks like a newer(?) Harmony.

a 21st-century asian "masterclone". Long after the Harmony Co. folded... anybody know who owns that name now?

A VERY good deal for the B-I-N price, I think.

The guitars are being made now in Kalamazoo.  A Singapore company owns the name and is now operating it as a boutique builder of retro cool guitars.

That banjo looks like from the era when they were just being imported.

Asian of course. Same model is sold with the "Heartwood" name in Britain.

Not a masterclone. Rolled brass ring. Sold under many brands and names including the RK-R20.

If a beginner can snag it under $250 or so, will do really well. New, this banjo goes around $500 or so + case.

Who cares...?

The seller is to lame to ship it, so, unless you live in (or drive to) Stillwater, OK, you're not going to get it.

Plus, the ebay seller has a "zero" (0) feedback rating

In regards to the OP's question, Mike Halloran provides the perfect description / assessment of the instrument.

Looked to me like a flathead ring under that translucent head, but I could be wrong.  Definitely a one-piece cast flange, though.

I agree with Dan. There are indications of a flathead tone ring. I'd buy it for $150 if I had the chance.
