Yes but missing the bar which is not uncommon. Attached photo of a couple that I've  repaired.

Wild guess about the bar:
Get a piece of rod, chuck it in the drill, hold it against a file, to form ball ends, and solder it in place.

Finding an original bar without a tailpiece would be a RARE occurrence, if it occurred at all.

I just mic'ed one of those rods.... 0.148" or 3.78 mm.

So what should i do about the inlay should i leave it alone? Of should i reinlay it. And the peghead too?

Since you can't HEAR inlay, leave it gone.
It's part of the history of the instrument.
Unless the client is willing to pay for the extra work, and wants it done.

It would have been tuned gCGBD. Also, that is not how this type of tailpiece is normally strung. A quick search for the patent should help you out.

I could find much on how to string it through the tailpiece but its working ok
