Is it safe now to ship anything with rosewood out of the country now without all the red tape?.....It appears from what I see on different sites that the regulation was lifted in late November of 2019.....Anyone know anything different?....

I believe it is, except for Brazilian rosewood .

According to NAMM, the restriction was lifted November 26, 2019; with the caveat that you should check with the country that you are shipping to to make sure there are no other restrictions in that country.

The vast rosewood category red tape is over, that was a category II thing. The Brazilian rosewood category I restrictions are still in force
