It does not sound like a strange meter. It sounds like it starts in 4/4 time for measures 1-3, changes to 2/4 time in measure 4, back to 4/4 time for measures 5-7, back to 2/4 time for measure 8. Same sequence for the remaining measures.

Yeah I used the wrong term. You are absolutely right, but still - it'a not what we see every day.
