This is a D tuner assembly made by the obscure Piedmont Company of Lynchburg, VA, sold as "American Banjo Tuners" and I got this info from a forum member (Thanks!) as the parts are unmarked. I'm guessing 1960s or early 70s. The buttons have some shrinkage and some cracks but are still intact, and look like there was some clear lacquer or something like that brushed over them, likely to keep them from deteriorating further. Some pitting and scratches on the chrome plates. Pretty rare, I'd say. The collector I got them from told me he paid almost $300 for this set awhile back; was asking $175 now $95 OBO.
