Yeah nothing about those holes makes sense. Better photos would help. The tension hoop looks like it might not be Framus. Those photos are too grainy.

The tension hoop looks like Framus but is not, the bolts are too big and so is the part of the tension hoop holding it. I'd say it's "homemade".

Homemade was my thought too. Wasn't sure but I thought I had seen a peghead like that somewhere along the line but couldn't think where and figured the group here would maybe recognize it if it were something. It isn't my banjo, a friend asked me about it so i don't have other photos.
