I feel like just posting memes in 'other banjo-related topics', or one of the off-topic subforums, would work just fine. In my experience, unless you have critical mass of topical submissions that are clogging things up, splintering a forum results in less participation not more.
Frankly it'd be nice to see some threads that don't involve nonsense "non-political-but-actually-political" bickering in the off topic section. Please post more memes, drive those threads to the bottom of the page.
