Here is a link to teachers listed here on the HO who live in England.  What music does your husband like to listen to?  What music does he want to learn to play?  Does he have a banjo already?   There are also a number of teachers who teach online, if that is an option...Google Meet, Skype, Zoom?

Hi Lizzie. There are lots of types and styles of Banjo. Does he want to play:

Bluegrass on a 5 string banjo

American traditional styles on a 5 string banjo

Irish traditional music on a tenor banjo

Jazz on a tenor or plectrum banjo

or even become a George Formby clone on a ukulele banjo. (and there are other even more exotic options).

Does he own a banjo. If so what type and make ?

If wants to play a traditional/folk style your best bet is to contact folk clubs in your area and ask if anybody knows anybody.
