According to the website below, it's Jarvis Cocker, who is an English musician and former member and leader for the band "Pulp."

No, it's not Jarvis. I know he sings one song in the movie, which has banjo in it, but it's not him playing it. (Well, I'd be amazed if it was, because as far as I know he's never touched the instrument, and he's no great shakes at the guitar really) If you read that link you posted carefully, it doesn't actually say Jarvis Cocker is playing the banjo - he just appears as an animated figure in the movie playing the banjo.

And the movie soundtrack has incidental banjo and mandolin music all the way through it.
