Listening to Aengus Finnan's "Wild Rose".
When I count the beat the following works:

what time signature is this?

it depends on where the emphasis is ... I don't know the tune ... do you have a link that will play a short clip of the tune?

2 bars of 5/4
2 bars of 3 and 1 of 4
1 bar of 4 and 2 of 3 ....

???

It is phrazed so that combination is played 4 times through.
So the intro is
1234
123456
1234
123456
1234
123456
1234
123456

Then all 4 again with first verse and so on...

It sounds like 4/4 with a 2 beat follow up at the end of each bar.. Does that help?

Could just be 1 bar of 4/4 and two bars of 3/4. Otherwise, as you said, 1 of 4/4, 1 of 6/4.
